Each Mitigation Bank Permit identifies a geographic area served by the permitted mitigation bank. Mitigation banking is a practice in which an environmental enhancement and preservation project is conducted by a public agency or private entity (banker) to provide mitigation for unavoidable wetland impacts within a defined region (mitigation service area-this data layer). The bank is the site itself, and is represented by the Mitigation Banks data layer, also available in MapDirect. The purpose of this layer is to aggregate service area spatial information associated with mitigation bank permits issued by both DEP and Water Management Districts into one statewide layer. It represents available data up to August 2026. A statewide layer for Mitigation Banks is also available and linked by Bank Name.
Individual boundaries come from the local Water Management Districts where possible, or from the mitigation bank consultants. Some boundaries are drawn from permit figures. These boundaries are NOT surveyed or digitized to legal descriptions. For regulatory decisions regarding boundaries, check with the regulatory agency directly.

The South Florida Water Management District issued a modification of Environmental Resource Permit No. 56-00002-M for Bluefield Ranch Mitigation Bank on May 19, 2021 (Application No. 210330-5755). The modification was to expand the bank’s Mitigation Service Area (MSA) into Hendry, Palm Beach and Broward counties and add basins in Martin, Okeechobee and St. Lucie counties, as described in attached document titled 210330-5755_Exhibit14_MitigationServiceAreaMap_20210330.pdf. Consequently, the master Mitigation Bank Service Areas GIS layer needs to be revised to reflect the modified MSA for this bank located in St. Lucie County (attached document titled 210330-5755_Exhibit 1.0_LocMap_20210330.pdf).
