The Clean Water State Revolving Fund loans are being provided in this layer to allow the public to access detailed information on each project funded through the program. These loans are provided at interest rates well below the market rate, ranging from 20 to 80 percent of the 20 GO bond index and averaging approximately 50 percent. The program made the first loan in 1989 and has since provided approximately $4 billion in low interest loans. Capitalization of the program comes primarily from federal grants, but state matching funds of 20 percent are required. Assistance is generally limited to local governments, however, private entities are eligible for non-point source projects and projects in the National Estuary Program. |
